My questions are:(i am runing oracle9i)

can i alter,rollback segments that are manage automatically(can i change next_extend, maxium_extend,optimise)?

can i created a new roll back segment and i assing a produre to that rollback segment? considering the database is in auto mode.

No for both questions.
If you use undo tablespace and automatic undo management, you don't manage any more the rollback segments.

iam getting ora-01555 error when i try to compile the procedure, the procedure also never complete and iam having contension on the segment how do i solve this. any ideas?

Remove the commit inside your procedure.
