I'm new to Oracle and I have developed a light weight application that has 73 tables.

The application queries meta data about the tables and while doing the queries I get the maximum cursors exceeded error.

I read about how to fix a problem like this by periodically monitoring the number of cursors that are open, but when I attempt to use the following:

select * from v$sysstat

I get an ORA-00942: table or view does not exist.

Help!

1/ cursor problem: verify your application close its cursors
2/ table problem: ask your dba which has the privilege to select this table

Actually, the error I am getting has a little more information:

java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1
ORA-01000: maximum open cursors exceeded

It does not matter who is getting the error. Its origin is that your application does not close its cursors when it has no more use.
