how to count of record for all tables. Is any data dictionary there?

how can resolve this problem?

Does DBA_TABLES.NUM_ROWS get update immediately a transaction happened ? Don't we have to analyze the table?

It is updated each time you gather statistics on your tables.

And its not exact unless you compute your statistics. Depends what you need the count for.
