I dont want to access Java i want to access an exe program ie:
clculator.exe can i do it in pl/sql as we do in Oracle Forms

May I ask what exactly you had in mind? You do realize that PL/SQL runs as an unattended process in the server, right?
There is no way you can present a user with a gui-application from a piece of PL/SQL-code.
