Did you set ORACLE_HOME in your environment variables?
Did you include $ORACLE_HOME/bin in your PATH?

Did you, above all, install Oracle?

echo $PATH
/USR/LIB/ORACLE/XE/APP/ORACLE/PRODUCT/10.2.0/SERVER/BIN

I find it curious that the path displays in UPPERCASE; which is atypical for *NIX & bash.

What is Operating system name & version?

If you really have this in PATH variable, you likely not able to do many things.

By the way, environment variables are checked with (for instance for PATH one) "env | grep PATH" and not "echo $PATH".

I am using Ubuntu version 7.1.0

If i type env | grep PATH. I get this ...

PATH=/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:
/usr/games:/USR/LIB/ORACLE/XE/APP/ORACLE/PRODUCT/10.2.0/SERVER/BIN

As Ana said, it is doubtful that your Oracle home and subdirectories are in capitals.
It is doubtful you have a /USR/LIB directory.
It is weird you install oracle in /usr/lib.
