In short, this whole arrangement of being notified, will be done outside the jobs section. The owner of the job should let the administrator who wants to be notified permissions to view that job. The admin who wants to be notified will login to EM, go to preferences, create a rule for herself ( Laughing ), select the jobs tab, all jobs that she (just being silly today!) is eligible to view will appear, check them, and check the conditions to be notified for each job.
