You have to unload your sql database in a csv format and then load it in Oracle using SQL*Loader.

Hi.

Oracle SQL Devloper is the tool for you. It has built in migration features for SQL Server.
http://www.oracle.com/technology/products/database/sql_developer/files/what_is_sqldev.html#mig

Check section 11 - "Migrate from Third Party Databases"

Or, you might check what heterogeneous services offer (it is an Oracle server component that provides the generic technology for accessing non-Oracle systems from the Oracle server).
