Is there any other difference between combination of
CREATE-REPLACE
and
DROP-CREATE
when creation of Procedure or Function?

Yes, the difference is that when you drop you also drop all granted privileges.

Yes work done by Oracle engine to remove and insert object instead of just updating some part of it (its source).
