You forgot to attach the screenshot. When you do it, do NOT do it as a BMP file as it is (usually) very large. Use a JPG or PNG instead.

Why were you signing the jar files as they were already signed?

Just rename frmwebutil.jar.old back to frmwebutil.jar

After allot of searches on Google
I found that the real reason of this error
Is not the signing of Jacob.jar or frmwebutil.jar files
The reson is the bad configuration of formsweb.cfg
Now the webutil is working fine
I think the signing process of Jacob.jar or frmwebutil.jar files is necessary

Open a DOS command prompt.
Add Oracle_Home\jdk\bin to the PATH:
set PATH=Oracle_Home\jdk\bin;%PATH%
Sign the files, and check the output for success:
Oracle_Home\forms\webutil\sign_webutil Oracle_Home\forms\java\frmwebutil.jar
Oracle_Home\forms\webutil\sign_webutil Oracle_Home\forms\java\jacob.jar

And am ready to help any one with configuration of webutil

Thanks.

O.k the solution is quit easy
1-please when you want to register the sign_webutil.bat and after doing all the steps that you already mentioned
and just before running the registering script on Dos
2-change the computer or server language to English
3-restart the computer
4-sign the sign_webutil.bat
5-then change the language back to Arabic or whatever the language is
6-restart the computer a gain.

and that's it I'm quite sure that the reason in your case is the language setting.
