Check this and this.
For Ex. If you are trying to query the details of employees having the empno as 1, 2, 3, 4 or 5 then
1. Enter ":empno" in the empno field after click on Enter-Query button.
2. Click on Execute-Query. It opens querywhere clause text box.
3. Enter empno in (1,2,3,4,5) and click on OK.

It is working perfectly for me on Invoice Form in Apps 11i for invoice_num field.

By the way what is your code? And in which form you placed it?

Edit:
I got. You might have set FORMS_RESTRICT_ENTER_QUERY to TRUE.
Check this.
If it is TRUE, you can't use the Query/Where functionality.
