Create, not within Oracle unless you have a Java class that can do it.
Send, yes, as any other attachment.

There are many ways to attach the PDF to the email, using either PL/SQL, Java or at the OS level. You shouldn't need to mess directly with low level packages. Start by looking at UTL_MAIL in 10g.
