Actually i have a problem that i want to know which users do have
a access to the particular procedure or function.
Is it a USER_DEPENDENCY view. if it is then is there any other
way to know so......

USER_DEPENDENCY gives dependencies between your objects.
ALL_DEPENDENCY gives dependencies between the objects you have access.
ALL_TAB_PRIVS gives the users that can access your objects including your procedures/functions.
