Three tier. 2 tier is for client/server applications.

A 2 tier architecture has on the one end a (database)server and on the other end a (fat)client. This is the traditional setup.

A 3 tier architecture adds an extra level in between the client and the server. In a Forms/Reports environment it is a Forms/Reports web server.
