I am using SQL*plus, and I wonder can we edit a procedure or function by its name just as we edit any .sql files.

I am getting

can't find the pro1.sql file.
do you want to create a new file?

No. You need to re-create the proc or function (i.e. re-compile it. To be honest, this is pretty much pl/sql 101 and if you don't know this, it would probably be a bad idea for you to go messing around with code untill you have learned HOW to go messing around with code.
