why it is not advisable to use functions with OUT parameters ?
Is there any technically problem

In my opinion, it is not not advisable but search here there have been several discussions on the subject.

There is no technical problem.

There is no technical problem in using OUT variables with functions.

But the main usage of function is for returning a single value, and a procedure can return more than one value.
