Is there a privilege for a user so he can create an object (ex. table) in another specific user's schema? Not in 'any' other schema. I am aware of system privilege ''CREATE ANY TABLE'
but it is too powerful. Since it allows the user to create
table in any schema not just the one specific schema.

Why a user which has to create objects does not create objects in his own schema?
Why a user should have to share his objects?
What happens if another user want to drop an object in the "common schema" that another user created?

If you have privilege,you can use schema.table to access another schema

This is not the question.
The question was is there a privilege to create a table in another schema without having CREATE ANY TABLE privilege.

bc 2 users are working on 1 application which requires them to modify tables and their relationships, update data, etc.... they are acting as bda's for only this project and need dba type access but only to one user and schema.

So have both project dba's log on into the same schema

You can have both users log into the same schema. Simply create a DDL Level trigger which populates a tracking table and logs the OS user id.

Just a thought.
