Alternatively you could use a schema that is not locked.

Please check...sysman or dbsnmp user schema is locked or not ???
if it is locked then please unlock first

alter user SYSMAN account unlock;
alter user DBSNMP account unlock;

Please Keep in mind don't change SYSMAN password directly.otherwise you have to reconfigure OEM respository.
If you want to change SYSMAN password then use below procedure.
