I noticed that database_properties view doesn't work in 11g.

Mine test goes here

10g
===
SQL> SELECT VIEW_NAME FROM DBA_VIEWS
  2  WHERE VIEW_NAME LIKE  '%DATABASE%';

VIEW_NAME
------------------------------
GV_$DATABASE_INCARNATION
NLS_DATABASE_PARAMETERS
DATABASE_COMPATIBLE_LEVEL
DATABASE_PROPERTIES
.
.

11g
===
SQL> SELECT VIEW_NAME FROM DBA_VIEWS
  2  WHERE VIEW_NAME LIKE  '%DATABASE%';

DATABASE_COMPATIBLE_LEVEL
DATABASE_PROPERTIES
.
.

10g
===
SQL> desc DATABASE_PROPERTIES
 Name                                      Null?    Type
 ----------------------------------------- -------- ----------------------------
 PROPERTY_NAME                             NOT NULL VARCHAR2(30)
 PROPERTY_VALUE                                     VARCHAR2(4000)
 DESCRIPTION                                        VARCHAR2(4000)

11g
===
desc DATABASE_PROPERTIES
ERROR:
ORA-04043: object DATABASE_PROPERTIES does not exist

Again when i checked the table PROPS$ on 11g

SQL> desc props$
 Name                                      Null?    Type
 ----------------------------------------- -------- ----------------------------
 NAME                                      NOT NULL VARCHAR2(30)
 VALUE$                                             VARCHAR2(4000)
 COMMENT$                                           VARCHAR2(4000)

 SELECT DBMS_METADATA.GET_DDL  ('VIEW','DATABASE_PROPERTIES','SYS') FROM DUAL;

 CREATE OR REPLACE FORCE VIEW "SYS"."DATABASE_PROPERTIES" ("PROPERTY_NAME", "PROPERTY_VALUE", "DESCRIPTION") AS
  select name, value$, comment$
  from props$

View created.

AND FINALLY ITS STARTS WORK ;)
SQL> desc DATABASE_PROPERTIES
 Name                                      Null?    Type
 ----------------------------------------- -------- ----------------------------
 PROPERTY_NAME                             NOT NULL VARCHAR2(30)
 PROPERTY_VALUE                                     VARCHAR2(4000)
 DESCRIPTION                                        VARCHAR2(4000)

Any body notice this problem?
