if i connect one schema to another or one database to another using connect userid/passwd@db
it gives error invalid command connect

i have given the grant permission of connect,dba itself but still the probllem exists

It is not a problem of permission. So if you also grant sysdba the problem will remain.

You don't give that command at the operating system prompt. You have to be at a SQL> prompt already.
