I am creating recovery catalog for rman, can I, use sys as recovery catalog owner. if not then why.

No because:

1/ SYS is just for maintenance purpose and MUST not be used for anything else.

2 and up/ It does not matter there are other reasons number 1) is sufficient.

Why your OS/Unix Administrator / boss don't either give you the root access/ don't let it to always use it.
