I'm a student who has research on Oracle database.
I didn't see Work flow in Oracle 11g, why oracle 11g does not have work flow and if Oracle takes it out because of technical experience or … do you have anything new beside of Work flow?
I want to know why Oracle 11g does not have work flow.

Oracle are replacing Workflow with BPEL (Business Process Execution Language). This is a way of linking web services together.
It is available with JDeveloper (and it's free to download).
I believe it needs an application server to run on, but I think you can test it within JDeveloper.
