Your user must have at least SELECT_CATALOG_ROLE role or SELECT ANY DICTIONARY privilege to be able to use EM.

But I am able to login into the Java Console. I am getting that error only when I am using the Web Based OEM.

I don't understand.
Which Java Console?
You mean the old OEM.
If this is the case, they are 2 differents products, so 2 different behaviours.

I am talking about Web Based OEM. It is working perfectly in Java Based OEM, but I am getting that error when I login into the Web Based OEM of Oracle 10g.

This is what I said.
You can't with Web based OEM because of lack of privileges.
You can with Java console because it does not care of this.
2 differents products, so 2 different behaviours.
