I am new to the oracle world. I want to know that,
Is Oracle application server is necessary to run the Oracle Forms?
If not, then how to start with creating the forms? I have Oracle database server 10g

No Need to have application server to Run Oracle Forms.

Just install Oracle Developer Suite to start developing your own forms, you need to Start OC4J instance since you are not running the Forms via Application Server in order to RUN the forms on the Web.
