other pl/sql objects etc.,

Forms and reports execution depends on your Developer Suite version; 6i was client-server while 9i onwards is web-oriented.
(PL/)SQL statements are executed using a tool (a command-line SQL*Plus, GUI as SQL Developer, TOAD, PL/SQL Developer etc.).
