Can some one suggest me how to go about the below issue.?

In the Tax add form precedence field is greyed out. It is not allowed to enter any data. This leaded again hold up in manual invoicing,where more than one taxes are neede to add to invoice.

Please suggest me how i can solve this issue.

Please urgent.
