I am working in performance tuning for a database, where the manager is asking for producing Average CPU usage statistics for the month. But is that meaningful to produce a monthly average of CPU statistics?

I think there is no use of averaging CPU usage for a month as that would not be a meaningful stats at all.

Someone please let me know ...

I agree with you.
Ask you boss at what value does average CPU usage go from good to bad.
Or below what value is average CPU usage always good?
Or above what value is average CPU usage always bad?
