Is there any way to refresh a cursor while it is working
for example if a simple cursor has a select statement
i want it while working to select from the table if any new entries happens to that table the cursor can feel it and bind it with its selection

No way.
Oracle is built around concepts that forbid this.
It would be dangerous and would return inconsistent results.
