DROP USER LYNCHOL CASCADE
*
ERROR at line 1:
ORA-00604: error occurred at recursive SQL level 1
ORA-00942: table or view does not exist

when i am trying to drop the user which does exists in the database. It gave the that error.

Oracle version 9.2.0.6

What do you expect Oracle to do when you try to drop a user that does not exist?

You have a trigger on DDL which try to use a table that does not exist or the like.

Well, I certainly wouldn't expect (normally) a table doesn't exist error. I would expect a user doesn't exist error

Like Michel said, the problem lies within a trigger. Tom Kyte gives a nice demonstration, in the link below, of how this happens. He fixes it by dropping the trigger. You will probably want to fix your trigger, rather than drop or disable it. The trigger may fire on drop or ddl.
