I need to make sure that the database is UP; we have many instances where the smon and pmon daemons stay up but the tablespaces are full and do not allow anybody to access the db. My dileman, is to ensure the database is UP by not looking at the smon/pmon daemons.

you can use tnsping, whcih looks for both listener and DB.
tnsping <dbname/hostring>
