Is there any way to use these column format a10 in pl/sql procedures?

No.
"Column" is a SQL*Plus command not a PL/SQL statement.

May i use it in the following way :
x:='column name format a20';
execute immediate(x);

rpad and lpad a common method in pl/sql (sql too).

select lpad(to_char(123), 10, ' '), rpad('xyz', 10, ' ') from dual;

Also see "fm".
