when i login to EM , then this error occurs, database moves to mounted state

Error
java.lang.Exception: IOException in sending Request :: Connection refused

stop the EM app and start it again (be sure Oracle is running properly along with its listener)

Also check your database timezone setting.

Are you sure after raising following error the database moves to mount stage?I don't believe it. This error happened as you have changed your database time zone.
