Set "Startup type" to "Automatic"; it seems that it is either "Manual" or "Disabled" at the moment.

delete your existing service with this command

c:\>oradim -delete -sid sidname

and then again create it with auto option

oradim -new -sid sidname -srvc oracleservicesidname -startmode auto -pfile pfileaddress
