still connecting problem [message #23114]

Hi,
When I am connecting to oracle on the client,I am getting this error.
ORA-12705: invalid or unknown NLS parameter value specified.
How should I rectify it.I am not able to connect at all.I am using windows 98 for client and NT for server.I am getting this problem in Client.What should I do in init.ora file?

Hi,
All the clients are working, only in one client I am getting this problem.
