I want a sample program a function return value using OUT mode.

Don't do it.
Functions should return their data via the RETURN clause.
If you're going to have an OUT parameter, then just make it a Procedure. That way, all your data will come back in the same way.
Having OUT parameters on functions defeats the purpose of using functions in the first place.
