another question please
is there a a package that i can pass the parameter and run tkprof or this can not be done
my oracle version is 10.1.0

AFAIK, no such package exists; unless you write one.
PL/SQL has no builtin interface to interoperate with the OS.
It can be done by using Java, External Procedures, Pipes, etc. but it is a kludge & IMO should be avoided when possible.
