Built in Packages are packages supplied by oracle for accomplishing certain functionalities relatively easily, which you may or may not be able to do from elsewhere.
A few examples of built in packages are:
DBMS_OUTPUT
DBMS_LOCK
DBMS_FLASHBACK
DBMS_OUTLN
DBMS_UTILITY
DBMS_PIPE
.......and there are hundreds of them in Oracle.
