1)What is difference between decode and if_then_else?
2)what is the use of dual table in oracle?any use in application side?

1) Are you REALLY unable to realize the difference between SQL (DECODE) and PL/SQL (IF-THEN-ELSE)?
2) I envy you have such troubles (how to use some DB feature instead of finding the best solution for your requirement). However you may study this article on AskTom.
