I want to store the client IP (Static IP)using OWA_SEC.GET_CLIENT_IP FUNCTION. It is not giving IP address of the client and is there any mechanism, to
get the MAC address also while user is accessing the page by
calling procedure or function.

No, you can't get the MAC address unless the browser makes it available to MOD_PLSQL and MPD_PLSQL makes it available to you.

Call owa_util.print_cgi_env in a pl/sql web page to see all the available environment variables and values.
