How could we write DDL dtatements in function.

Unless you have a good reason to do it (this cannot be port a Sybase/MSSQL code in Oracle).

I don't agree.
If you don't know how to do DDL in pl/sql, you should not do it at all. There is about a 0% chance 'you have a good reason to do it'.

I have many but always for administrating database, schema, user or application, none for every day task.
