Why do you insist that such a list exists, while at the same time offer no features that "all dba's" would embrace & agree as being important; for the most recent versions of Oracle?
I suspect that a DSS/DW DBA would value features different from a development DBA who would value features different from a Production DBA.

What good is that? If you are new to Oracle, you should use the latest available production version.
