As opposed to you helping yourself by using GOOGLE?
Results 1 - 10 of about 94,400 for Read BLOB data using PLSQL oracle
Are you claiming that NONE of the 90000 answer your question?
such as
How to: Read and Write BLOB Data to a Database Table Through an Anonymous PL/SQL Block

Please explain why a simple RTFM question is deemed EXPERT level?

anacedent i readed your link but the answer is using C# or VB, and the tittle of the post is "Read BLOB data using PLSQL" not using C or VB.
A friend told me that you must use dbms_lob to loop through, using the utl_file raw API to pump it to a file.

But i dont understand because i though that utl_file is to txt and not binary
