I have to write some files in a folder using PL/SQL procedure. I can write files in the folder i have access to. Now i need to check two things:
1. Does the folder exist or not.
2. Even if the folder exists, do the user have write access to it or not?

You can try utl_file.fgetattr procedure or use a Java procedure and a PL/SQL wrapper to do this.
Search on AskTom you'll find how to do it.
