Which version of Oracle can work on the Windows Vista?

Hi,
Yes, you can install Oracle 10g. Not sure about 9i.

Server is not certified for Windows Vista.
Client 10.2.0.3 is certified for Windows Vista Business edition, Enterprise edition, and Ultimate edition.
