Is it possible to get the information regarding when the query was executed and by whom ?

I use v$sql data dictionary to get the dml statements that have been executed.
I need to know the timestamp and the username who executed the query .

Can I find the same by joining with any other data dictionary?

u may use anothers data dictionary dba_users and
join v$sql.USERS_EXECUTING with dba_users.USER_ID

users_executing does not specify username or id ..it just returns 0 or 1 depending on whether it is active or not
