hi there!!!!

is there any way of creating a function that returns a type record(returning more than one value in a single object)
without creating the function in a package?

create function xpto()
return <type_record>

I saw some examples using a package where we define the type for the record but is there possible to do it without the package?

Yes, you can create types. Check out the SQL Reference for details.
