An important question:
Supposedly MOD_PLSQL is going away. We have our blob download processes based off the Database Access Descriptor.
Is ther an alternative way of doing this?
Currently, our processes run in this manner:The file gets stored as a blob and then thru' the form (url) it can be downloaded. A DAD is created for the purpose of downloading.

Any suggestions would be welcome.

It might go away might be the right statement.
