Can anyway tell me how to use dynamic sql with cursor in Pro*c?

I want to fecth the first row from a query sql statement, but the condition might be based on 1 field or 2 fields depending on the user input.

Can I use SQL execute stmt. USING... INTO ?
or I have to use SQL BIND VARIABLE of method 4?
or anything else?

It generated the below sql error.
ORA-01002: fetch out of sequence
