your Oracle Version ?

i type : http://local_host:5560/isqlplus

but there is a message "The page cannot be displayed" ??

Did you start the service (assuming you're on Windows)?

And maybe the port number is different. Usually, in the Oracle home directory, subdirectory install, there is a readme.txt. In this file, the URL for iSQL*Plus is mentioned.
