Is there a possibility to migrate a tablespace from locally managed to dictionary managed;

Depends on the DB tablespace type.

If you have ALL the tablespaces converted to local, including SYSTEM, then you cannot change from LOCAL to DICTIONARY.

What this means is, as long as you have SYSTEM still as DICTIONARY managed and other tablespaces LOCAL or DICTIONARY, you can interchange them

If you have SYSTEM as LOCAL, then changing type is not allowed.
