Hi every i used the following function it worked fine without any error but it does not return any output it return empty value.

CREATE OR REPLACE FUNCTION GET_IP_ADDRESS RETURN CHAR IS
ip_addr owa_util.ip_address;
ip_address VARCHAR2(20);
element INTEGER;
BEGIN
IP_ADDR := OWA_SEC.GET_CLIENT_IP;
FOR ELEMENT IN 1..4
LOOP
IF ip_address IS NULL THEN
ip_address := ip_addr(element);
ELSE
ip_address := ip_address||'.'||ip_addr(element);
END IF;
END LOOP;
RETURN ip_address;
END;

owa_util.get_cgi_env( 'REMOTE_ADDR' ) perhaps?

GOOGLE is your friend but only when you use it.
